SECTION 1.
Telegrams communicated by Mr. C. S. Addis August 31, 1909.
(1.)
Mr. Hillier, Peking, to Mr. Addis, London.
Peking, August 31, 1909. REFERRING to your telegram of 30th, we are convinced that Chinese Govern- ment cannot agree to your proposal. His Britannic Majesty's Minister is of same opinion.
(2.)
Deutsch-Asiatische Bank, Berlin, to Mr. Addis, London.
Berlin, August 31, 1909. THE readiness of Germau syndicate to give up rights obtained by preliminary agreement with Chinese, 7th March, depends upon getting engineering section, as agreed between groups, Berlin, 14th May. Opening of negotiations for rearrangement of engineering sections would mean for us to revert to our agreement, 7th March, and to include also Hankow-Canton line into rearrangement. Extension of lines and loan will be therefore only way to satisfy American demands.
